Getting set up: utilities, driver license, voter, and car
Electricity, gas, and water
Texas is a deregulated electricity market. You pick a retail electric provider from a long list at Power to Choose, and they handle billing while CenterPoint Energy delivers the actual power. CenterPoint is also the natural gas provider for most of the metro. Water and wastewater come from the City of Houston or a local municipal utility district depending on where you live. Allow three to five business days to turn services on, and be ready for a credit-based deposit on your first account.
Driver license and vehicle registration
Texas DPS gives you 90 days to swap your out-of-state driver license for a Texas one. You will need proof of identity, two proofs of Texas residency, and Social Security verification. For your car, TxDMV gives you 30 days to register the vehicle in Texas. Harris County still requires an emissions inspection at registration, even though the statewide safety inspection requirement ended in January 2025. Budget for inspection plus title transfer, registration, and a state-mandated new resident tax.
Voter registration
Voter registration in Texas is handled separately from your driver license. You can register online through the Texas Secretary of State or pick up a paper application at any post office, library, or DPS office. The cutoff is 30 days before any election you want to vote in.

Climate prep: humidity and hurricane season
Houston gets about 53 inches of rain a year and runs hot and humid from late April through October.
